ITALY

Italy is the European country with the highest number of municipalities participating in the Covenant of Mayors (CoM) initiative with more than 3300 signatories. Over the years, SOGESCA has gained considerable experience in supporting the development of Sustainable Energy Action Plans (SEAPs) at a national level. Very often, however, the development and implementation of SEAPs in cities clashes with an absence of internal expertise, a scarce availability of financial resources and a lack of organisational capacity. With the project 50000&1 SEAPs, coordinated by SOGESCA, and co-financed by the Intelligent Energy Europe Program, an innovative approach was launched in the energy management of local authorities. The adoption of an Energy Policy, together with the development of a methodology linked to the ISO 50001 Energy Management Systems (EnMS) has ensured a process of institutionalisation of SEAPs in participating municipalities: 41 throughout Europe, 4 in Italy.

 

The Horizon 2020 Compete4SECAP project aims to improve the energy management of Local Authorities according to the ISO 50001 EnMS methodology, and at the same time to provide support to participating municipalities on the identification of risks deriving from climate change. Italian municipalities participating in the activities of the C4S project will be supported in the development of their own EnMS and in their adhesion to the new CoM for Energy and Climate, in particular through the integration of mitigation and adaptation policies with a view towards an international competition on energy efficiency and the rational use of resources.

NATIONAL PARTNER

SOGESCA is a consultancy and engineering company active since 1986. It specialises in environmental, work safety and energy efficiency issues. SOGESCA provides services to companies and public bodies at local, national and international level. It offers highly professional support in environmental, safety and energy auditing, management systems designing and updating, permit services, due diligence, energy efficiency projects, planning, intergated management of waste, water and energy, LCA and CO2 assessments, etc.

 

 

C4S ITALIAN CITIES

ABANO TERME

City of Abano Terme is the most important thermal territory of the province of Padova. The Municipality approved its SEAP in 2015 and has regularly presented the two-yearly monitoring reports of the SEAP. The whole administrative structure of Abano T. is certified EMAS since 2005.

 

 

RUBANO

The Municipality of Rubano approved its SEAP in 2014. The Municipality has a large experience in participation in EU Projects. SEAP development was carried out in the context of the project Conurbant (IEE funds). Rubano also participated in the project Mayors in Action, focused on SEAP implementation and financial opportunities for measures implementation.

SAN VITO DI LEGUZZANO

San Vito is a small Municipality in the Province of Vicenza interested in SECAP development and ISO 50001 certification path. The Municipality has decided to undertake a path of energy and environmental planning to better deal with the risks related to climate change and energy management of the organization and the territory.

UDINE

City of Udine has been implementing its Sustainable Energy Action Plan approved in 2010 presenting monitoring reports about SEAP implentation every two years. Udine is certified EMAS since 2008 and in december 2017 the Municipality officially joined the new Covenant of Mayors for Climate and Energy according with 2030 targets.
