Already three national meetings with local authorities who joined the C4S project have been held in Latvia in December 2017, January and March 2018. During the meetings the discussion primarily focused on how to develop the Energy Management System (EnMS) according to ISO 50001; what are the main principles to be used by local authorities; how to choose the scope & boundaries.
One of the major issue is the monthly energy data collection from the past years. It takes a lot of effort and time to gather, since the data hasn't been previously collected and analysed. To be able to actively participate in the project a position of Energy Manager has been created in three large local authorities. The Energy Manager is one of the key elements to foster the development and implementation of a successful EnMS in local authorities.
